WASHINGTON (AP) — Republican Rep. Trent Franks associated with Arizona said Thursday he is resigning next month after revealing that he talked about surrogacy with two female staffers.
The eight-term lawmaker, a staunch conservative and fierce opponent associated with abortion, said in a statement which he never physically intimidated, coerced or even attempted to have any sexual connection with any member of his congressional personnel.
Instead, he says, the dispute come from a discussion of surrogacy. Franks and his wife, who have struggled along with infertility, have 3-year-old twins who had been conceived through surrogacy.
Franks, sixty, says he had become familiar with the surrogacy process in recent years and “became insensitive as to how the discussion of this kind of intensely personal topic might influence others. ”
He said he or she regrets that his “discussion of the option and process in the workplace” with two female staffers produced them feel uncomfortable.
In a declaration, Speaker Paul Ryan, R-Wis., the allegations “serious and requiring action” and said he told Franks he should resign.
Franks stated he will step down effective January. 31.

An senior congressional official said Ryan’s general advice was contacted about two weeks back by someone with information about “troubling behavior” by Franks directed at an ex staffer. The behavior occurred when the staffer worked for Franks.
Ryan’s attorney interviewed the former staffer and a second previous staffer who had a similar problem that the speaker’s office verified by way of a third party.
After Ryan brought the particular claims to Franks, he filed the complaint with the Ethics Committee plus asked Franks to resign.
The state spoke on condition of invisiblity to freely describe the accusations.
